98a7ea332b fix typos using codespell utility
Fixing typos across dpdk source code using codespell utility.
Skipped the ethdev driver's base code fixes to keep the base
code intact.

65df6d069d config: remove insecure warnings
There was an option CONFIG_RTE_INSECURE_FUNCTION_WARNING (disabled by
default), which prevents from using some libc functions:
sprintf, snprintf, vsnprintf, strcpy, strncpy, strcat, strncat, sscanf,
strtok, strsep and strlen.

It's all about using them at the right place with the right precautions.
However, it is neither really possible nor a good advice to disable them.

e2e3997c32 mk: use -march option with recent Intel processors names
The GCC 4.9 -march option supports the intel code names for processors,
for example -march=silvermont, -march=broadwell.
The RTE_MACHINE config flag can be used to pass code name to
the compiler as -march flag.

Release notes is updated.

Linux and FreeBSD getting started guides are updated with recommended
gcc version as 4.9 and above.

Some of the gmake command examples in sample application guide and driver
guides are updated with gcc version as 4.9.

5b71dc1b08 config: remove obsolete machine descriptions
More and more machines and architectures are added without keeping
the lists up-to-date.
Replace the lists with a pointer to the reference directory.
The same kind of pointer is used for the supported compilers and environments.

3031749c2d remove trailing whitespaces
This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].

2a315d6985 pcap: revert build patches
This reverts commits
a0cdfcf9 (use pcap-config to guess compilation flags),
ef5b2363 (fix build with empty LIBPCAP_CFLAGS) and
60191b89 (fix build when pcap_sendpacket is unavailable).

These patches are creating more problems than solving the initial one
(which was a build error with too old pcap libraries).
Since old pcap libraries are not that common, just revert them.

a0cdfcf936 pcap: use pcap-config to guess compilation flags
Use pcap-config to populate CFLAGS and LDFLAGS.
LIBPCAP_CFLAGS and LIBPCAP_LDFLAGS can be used to override this (useful when
cross-compiling).

5e0c946a27 mk: rework cpu flags detection
For cases where the compilation microarchitecture is explicitly given, we
extract the cpu-flags to use from the compiler rather than hard-coding. This
means that we will only ever use instruction sets supported by the compiler,
rather than having a case where the uarch and the Intel DPDK both support a
given instruction-set, but the compiler does not.
In the case where 'native' uarch support is requested, the same mechanism is
also used to detect the instruction-sets supported
