Since modern kernels don't allow unprivileged processes to read the
pagemaps file, the instructions on running as non-root are out-of-date. Add
a note clarifying that they will only work with earlier kernel versions.

The Linux Getting Started Guide contains
parts which are specific for i40e PMD. This results
in confusion for users which read the guide at their
first try with DPDK.

Update the 'High Performance of Small Packets on 40G NIC' section of the
Getting Started Guide (GSG) as the firmware version referenced for a NIC
using the i40e driver was version 4.2.5 which is no longer validated.
Instruct users to consult release notes for current validated firmware
versions.

The driver i40e was using a specific PCI config before the release 16.04.
Since 16.04, it is always enabled in i40e (commit 56465cfaf).
The API has been deprecated in the commit 68f77593823cab.
The igb_uio implementation has been deprecated in commit b7cf8e155.
The config helper - through igb_uio sysfs entries - is now removed.

Added notes for i40e firmware version. As base driver to support the
latest version of firmware (FVL3E) hasn't been integrated, currently
the validated version of firmware is 4.2.6.

The 1.7 DPDK_Linux_GSG document in MSWord has been converted to rst format for
use with Sphinx. There is an rst file for each chapter and an index.rst file
which contains the table of contents.
This is the first document from a set of documents.
