This patch introduces a `flag` in the Eth TX adapter enqueue API.
Some drivers may support burst functionality only with the packets
having same destination device and queue.
The flag `RTE_EVENT_ETH_TX_ADAPTER_ENQUEUE_SAME_DEST` can be used
to indicate this so the underlying driver, for drivers to utilize
burst functionality appropriately.

The event master lcore's test termination and the logic to print the mpps
are common for the queue and all types queue test.
Move them as the common function.

Setup one port event port for Tx and link the respective event queue.
Register the Tx function as a service to be called from a service core.
The Tx function dequeues the events from the event queue and transmits
the packet to its respective ethernet port.
