045f8a3c75 bitrate: fix exported header 
This commit addresses the following error:

 In file included from /tmp/check-includes.sh.28023.c:1:0:
 build/include/rte_bitrate.h:82:2: error: unknown type name 'uint8_t'
 [...]

It also adds C++ awareness to rte_bitrate.h.

0caf728114 bitrate: fix integer roundoff 
In the absence of traffic, it is possible for the bitrate moving average
to get stuck at a non-zero value, due to the calculated delta being less
than what an integer can represent.

2ad7ba9a65 bitrate: add bitrate statistics library 
This patch adds a library that calculates peak and average data-rate
statistics. For ethernet devices. These statistics are reported using
the metrics library.
