Since meson 0.59.0 version, the extract_all_objects() API
need to pass explicit boolean value.
To remove the following warning[1], added explicit `true` for
extract_all_objects() use in codebase whever there is
no argument.

The ABI version becomes 22.0.
The map files are updated to the new ABI major number (22).

Previously, the semantics of power monitor were such that we were
checking current value against the expected value, and if they matched,
then the sleep was aborted. This is somewhat inflexible, because it only
allowed us to check for a specific value in a specific way.
This commit replaces the comparison with a user callback mechanism, so
that any PMD (or other code) using `rte_power_monitor()` can define
their own comparison semantics and decision making on how to detect the
need to abort the entering of power optimized state.
Existing implementations are adjusted to follow the new semantics.

Let's try to enforce the convention where most drivers use a pmd. logtype
with their class reflected in it, and libraries use a lib. logtype.
Introduce two new macros:
- RTE_LOG_REGISTER_DEFAULT can be used when a single logtype is
used in a component. It is associated to the default name provided
by the build system,
- RTE_LOG_REGISTER_SUFFIX can be used when multiple logtypes are used,
and then the passed name is appended to the default name,
RTE_LOG_REGISTER is left untouched for existing external users
and for components that do not comply with the convention.
There is a new Meson variable log_prefix to adapt the default name
for baseband (pmd.bb.), bus (no pmd.) and mempool (no pmd.) classes.

edits on crypto/virtio, compress/mlx5, regex/mlx5

When .get_monitor_addr API was introduced, it was implemented in the

If one calls ‘rte_eth_dev_rss_reta_update’ with ixgbe before starting
the device (but after setting everything else), then RSS RETA
configuration will be zero after starting the device.
This patch gives a notification if the port not started.

Since rte_flow is the only API for filtering operations,
the legacy driver interface filter_ctrl was too much complicated
for the simple task of getting the struct rte_flow_ops.
The filter type RTE_ETH_FILTER_GENERIC and
the filter operarion RTE_ETH_FILTER_GET are removed.
The new driver callback flow_ops_get replaces filter_ctrl.

There is an 82599 errata that UDP frames with a zero checksum are
incorrectly marked as checksum invalid by the hardware. This was
leading to misleading PKT_RX_L4_CKSUM_BAD flag.
To fix it for the NEON path in Arm platform, change the bad UDP checksum to
unknown, and then let software application to recompute the checksum.

Disable NFS header filtering whether NFS packets coalescing are
required or not, in order to make RSS can work on NFS packets.
The code without the patch does follow datasheet, but not consistent
with the ixgbe kernel driver. It causes NFS packets to be filtered
and make them flow into queue 0, before RSS can work on them.

For some types of NIC, jumbo frame is not supported in IOV mode,
so if a VF requests to configure the frame size to not bigger
than IXGBE_ETH_MAX_LEN, the kernel driver returns 0, but the DPDK
ixgbe PMD returns -1, this will cause the VF to fail to start
when the PF driven by DPDK ixgbe PMD.
This patch keeps ixgbe PMD's handling mode consistent with kernel
driver in above situation.
In addition, the value set by the command IXGBE_VF_SET_LPE
represents the max frame size, not the mtu.

The jumbo frame uses the 'RTE_ETHER_MAX_LEN' as boundary condition.
If the Ether overhead is larger than 18 when it supports VLAN tag,
that will cause the jumbo flag rx offload is wrong when MTU size is
'RTE_ETHER_MTU'.
This fix will normalize the boundary condition with 'RTE_ETHER_MTU'
and overhead even though current overhead is 18.

When a flexbytes flow director rule is created, the FDIRCTRL.FLEX_OFFSET
register is set, and it keeps its affect even after the flow director
flexbytes rule is destroyed, causing packets to be transferred to the
wrong place.
It is because setting FDIRCTRL shall only be permitted on Flow Director
initialization flow or clearing the Flow Director table according to the
datasheet, otherwise device may behave unexpectedly.
In order to evade this limitation, simulate the Flow Director
initialization flow or clearing the Flow Director table by setting
FDIRCMD.CLEARHT to 0x1B and then clear it back to 0x0B.

For NEON vector of IXGBE PMD, introduce new flag PKT_RX_VLAN_STRIPPED to
show the case that the VLAN is stripped from the VLAN tagged packet.
This is because that the old flag PKT_RX_VLAN_PKT only indicates that
the packet is VLAN tagged, but cannot show whether VLAN is in
m->vlan_tci or in the packet at present. So add new flag to show the
vlan has been stripped by the hardware and its tci is saved in
m->vlan_tci when vlan stripping is enabled in the RX configuration of
the IXGBE PMD.

The limitation of burst size in vector rx was removed, since it should
retrieve as much received packets as possible. And also the scattered
receive path should use a wrapper function to achieve the goal of
burst maximizing.

The return value of rte_eth_switch_domain_alloc() was not being checked
within ixgbe_pf_host_init() which caused a coverity issue. If the call
fails a warning is logged using PMD_INIT_LOG() and *vfinfo is free'd.
ixgbe_pf_host_init() now has a return value which is checked in
eth_ixgbe_dev_init()

The device-specific metadata was stored in the deprecated field udata64.
It is moved to a dynamic mbuf field in order to allow removal of udata64.
The name rte_security_dynfield is not very descriptive
but it should be replaced later by separate fields for each type of data
that drivers pass to the upper layer.

A lot of drivers export headers, reproduce the same facility than for
libraries.
Note: this change fixes an issue with the crypto scheduler headers which
were not installed properly. A separate backport will be sent to stable
branches.
