7d5c430f69 eal: do not panic on a number of conditions
When log initialization fails, it's generally because the fopencookie
failed.  While this is rare in practice, it could happen, and it is
likely because of memory pressure.  So, flag the error, and allow the
user to retry.

Memory init can only fail when access to hugepages (either as primary or
secondary process) fails (and that is usually permissions).  Since the
manner of failure is not reversible, we cannot allow retry.

There are some theoretical racy conditions in the system that _could_
cause early tailq init to fail;  however, no need to panic the
application.  While it can't continue using DPDK, it could make better
alerts to the user.

rte_eal_alarm_init() call uses the linux timerfd framework to create a
poll()-able timer using standard posix file operations.  This could fail
for a few reasons given in the man-pages, but many could be
corrected by the user application.  No need to panic.

d43777cb15 log: use simple macro
For consistency, RTE_LOG macro should be used instead of rte_log function.
The macro can be pruned at build time, though these logs have a high level
and should not pruned.

873a61c752 tailq: introduce dynamic register system
This register system makes it possible to reserve a tailq for the dpdk
libraries.
The "dynamic" tailqs are right after the "static" tailqs in shared mem.
Primary process is responsible for writing the tailq names, so that secondary
processes can find them.

This is a temp commit, "static" tailqs are removed after conversion of all
users in next commits.

9b7e0dbb6c tailq: get rid of broken reserve api
The "reserve" macros and functions do not check if the requested entry is free.
They do nothing more than the lookup function (which itself "creates" entries
...).
The rte_tailq api is marked as "internal use" in documentation and these macros
are only used in test application, so just get rid of them.

3031749c2d remove trailing whitespaces
This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].

591a9d7985 add FILE argument to debug functions
The DPDK dump functions are useful for remote debugging of an
applications. But when application runs as a daemon, stdout
is typically routed to /dev/null.

Instead change all these functions to take a stdio FILE * handle
instead. An application can then use open_memstream() to capture
the output.
