Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.
There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.
More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

PKT_RX_VLAN_PKT and PKT_RX_QINQ_PKT are deprecated for a while.
As explained in [1], these flags were kept to let the applications and
PMDs move to the new flag. There is also a need to support Rx vlan
offload without vlan strip (at least for the ixgbe driver).
This patch renames the old flags for this feature, knowing that some
PMDs were using PKT_RX_VLAN_PKT and PKT_RX_QINQ_PKT to indicate that
the vlan tci has been saved in the mbuf structure.
It is likely that some PMDs do not set the proper flags when doing vlan
offload, and it would be worth making a pass on all of them.

vPMD tx does not set sw_ring's mbuf to NULL after free.
Therefore, in cases where the vector transmit function is in
use, we must use the appropriate index and threshold values
for the queue to only free the unreleased mbufs

Implement dynamic mapping of software flow types to hardware pctypes.
This allows to add new flow types and pctypes for DDP without changing
API of the driver. The mapping table is located in private
data area for particular network adapter and can be individually
modified with set of appropriate functions.

rx/tx_queue_setup functions are shared between PF and VF
drivers. So the var 'pf' should not be assigned at the beginning.
This patch fixes the issue, and also corrects the return err code.

Different drivers use internal macros like force_inline for compiler
always inline feature.
Standardizing it through __rte_always_inline macro.
Verified the change by comparing the output binary file.
No difference found in the output binary file with this change.

When an mbuf alloc fails during the mempool get operation for the
i40e bulk alloc receive function, the rx_mbuf_alloc_failed counter
is not incremented to record the error.
This fix ensures consistency with the other i40e receive procedures and
other net drivers.

The mapping from hardware defined packet type to software defined
packet type is static for i40e device, the patch let each ethdev to
to have their own copy of mapping table, this give the possibility
that different ethdev can be set different PTYPE mapping rule which
is the requirement to support following hardware's dynamic PTYPE
feature.

Fix the compile error when RTE_LIBRTE_I40E_RX_ALLOW_BULK_ALLOC

Also fake_mbuf is required to be initialized and assigned to

The check of queue_id is done in all drivers implementing
rte_eth_rx_queue_count(). Factorize this check in the generic function.
Note that the nfp driver was doing the check differently, which could
induce crashes if the queue index was too big.

PKT_TX_TUNNEL_MASK and PKT_TX_IEEE1588_TMST are missed in bitmask
of all supported packet Tx flags by i40e. It will cause packet preparing
fail when sending tunnel packets with Tx offload.
This patch fixes it.

The only reason why bulk alloc disabled for the rings with
more than (I40E_MAX_RING_DESC - RTE_PMD_I40E_RX_MAX_BURST)
descriptors is the possible out-of-bound access to the dma
memory. But it's the artificial limit and can be easily
avoided by allocating of RTE_PMD_I40E_RX_MAX_BURST more
descriptors in memory. This will not interfere the HW and,
as soon as all rings' memory zeroized, Rx functions will
work correctly.
This change allows to use vectorized Rx functions with
4096 descriptors in Rx ring which is important to achieve
zero packet drop rate in high-load installations.

To enable Tx side offload on tunneling packet, driver should set
correct tunneling parameters: (1) EIPT, External IP header type;
(2) EIPLEN, External IP; (3) L4TUNT; (4) L4TUNLEN. This parsing
behavior is based on (ol_flag & PKT_TX_TUNNEL_MASK). And when
it's a tunneling packet, MACLEN defines the outer L2 header.
Also, we define TSO on each kind of tunneling type as a capabilities.
Now only i40e declares to support them.

When using VMDQ+RSS, the queue ids used by the application are not
contiguous (see i40e_pf_config_rss). Most of the driver already handled
this, but there were a few cases where it assumed all configured queues
had been setup.

The driver is incorrectly setting the RSS field in the last mbuf in
the packet chain instead of the first. Moreover, the last mbuf might
have already been freed if it only contained the Ethernet CRC.
Also, fix the call to i40e_rxd_build_fdir to store the fdir flags in
the first mbuf of the chain instead of the last.

The value of these flags is 0, making them useless. Today, no example
application checks them on Rx, and only few drivers sets them and
silently give wrong packets to the application, which should not happen.
This patch removes the unused flags from rte_mbuf and their use in the
drivers. The i40e and fm10k are kept as they are today and should be
fixed to drop bad packets. The enic driver is managed by its maintainer
in another patch.

The behavior of PKT_RX_VLAN_PKT was not very well defined, resulting in
PMDs not advertising the same flags in similar conditions.
Following discussion in [1], introduce 2 new flags PKT_RX_VLAN_STRIPPED
and PKT_RX_QINQ_STRIPPED that are better defined:
PKT_RX_VLAN_STRIPPED: a vlan has been stripped by the hardware and its
tci is saved in mbuf->vlan_tci. This can only happen if vlan stripping
is enabled in the RX configuration of the PMD.
For now, the old flag PKT_RX_VLAN_PKT is kept but marked as deprecated.
It should be removed from applications and PMDs in a future revision.
This patch also updates the drivers. For PKT_RX_VLAN_PKT:
- e1000, enic, i40e, mlx5, nfp, vmxnet3: done, PKT_RX_VLAN_PKT already
had the same meaning than PKT_RX_VLAN_STRIPPED, minor update is
required.
- fm10k: done, PKT_RX_VLAN_PKT already had the same meaning than
PKT_RX_VLAN_STRIPPED, and vlan stripping is always enabled on fm10k.
- ixgbe: modification done (vector and normal), the old flag was set
when a vlan was recognized, even if vlan stripping was disabled.
- the other drivers do not support vlan stripping.
For PKT_RX_QINQ_PKT, it was only supported on i40e, and the behavior was
already correct, so we can reuse the same bit value for
PKT_RX_QINQ_STRIPPED.

Previously, for tunnel packets, such as VXLAN/NVGRE, the vlan
tags of the inner header will be stripped without putting vlan
info to descriptor, what is not expected behaviour.
This patch fixes it by changing hardware configuration to leave
the inner packet alone.
