The patch adds QEDE PMD ops and APIs to calculate the size and collect
the debug dump for various firmware components. The patch adds new files
qede_debug.[ch] that has all the firmware debug data collection
infrastructure changes.

On ungraceful termination of DPDK application, PMD VF driver
fails to re-load due to PF seeing the VF in unexpected state
during VF acquisition handshake.
This patch fixes it by allowing VF to request the PF for soft
FLR during the load in such cases so that it can get cleanly
re-loaded.

In our testing we have identified a critical FW bug. Performance
is degraded significantly for certain packet sizes with 8.40.25.0 FW.
This patch updates the FW to version 8.40.33.0. The updated FW has a
fix to performance issue.
The patch also adds initialization for FW overlay RAM as part of
hardware initialization which is required by the new FW.

This patch updates the FW to 8.40.25.0 and corresponding base driver
changes. It also updates the PMD version to 2.11.0.1. The FW updates

- VF RX queue start ramrod can get stuck due to completion error.
Return EQ completion with error, when fail to load VF data. Use VF
FID in RX queue start ramrod
- Fix big receive buffer initialization for 100G to address failure
leading to BRB hardware assertion
- GRE tunnel traffic doesn't run when non-L2 ethernet protocol is
enabled, fix FW to not forward tunneled SYN packets to LL2.
- Fix the FW assert that is caused during vport_update when
tx-switching is enabled

qede pmd does not have support for legacy interrupt mode.
This causes slow path completion failure with uio_pci_generic module,
since it uses legacy interrupt (INTx) mode.
Fix this issue by installing legacy interrupt handler.

As per existing behavior, when firmware sends a link change
notification, PMD only updates the link structure but does
not notify applications about it.
This results in application sending packets even when link
status is down.
Fix this issue by issuing RTE_ETH_EVENT_INTR_LSC.

Add support for doorbell overflow recovery mechanism:
The doorbell recovery mechanism consists of a list of entries which
represent doorbelling entities (l2 queues, roce sq/rq/cqs, the slowpath
spq, etc). Each entity needs to register with the mechanism and provide
the parameters describing it's doorbell, including a location where last
used doorbell data can be found. The doorbell execute function will
traverse the list and doorbell all of the registered entries.

Use the ptt[PF translation table] handler that is passed rather than using
main ptt from the HW function.
In ecore_hw_get_resc()'s error flow, release the MFW generic resource lock
only if needed.
Change the verbosity level of GRC timeout from DP_INFO() to DP_NOTICE().
Reduce verbosity of print in ecore_hw_bar_size().

- PMD will set the override force load parameter to
ECORE_OVERRIDE_FORCE_LOAD_ALWAYS.

This patch does the following refactoring and cleanup:
- As part of multi-queue support a struct member called 'type' was added
in struct qede_fastpath in order to identify whether a queue is RX or
TX and take actions based on that. This was unnecessary in the first
place since pointers to RX and TX queues are already available in
rte_eth_dev->data. So all usage of fp->type is removed.
- Remove remaining additional layer of internal callbacks for RX/TX
queues and fastpath related operations from the qed_eth_ops_pass.
With this change the files qede_eth_if.[c,h] are no longer needed.
- Add new per-queue start/stop APIs instead of clubbing it all together.
- Remove multiple TXQs references (num_tc and fp->txqs) since CoS is not
supported.
- Enable sharing of the status block for each queue pair.
- Remove enum qede_dev_state and instead make use of existing port
states RTE_ETH_QUEUE_STATE_STOPPED/RTE_ETH_QUEUE_STATE_STARTED.
- Move qede_dev_start() and qede_dev_stop() to qede_ethdev.c from
qede_rxtc.c.

Add limited support for ntuple filter and flow director configuration.
The filtering is based on 4-tuples viz src-ip, dst-ip, src-port,
dst-port. The mask fields, tcp_flags, flex masks, priority fields,
Rx queue drop etc are not supported.

Merge hw_stop and hw_reset into one function.

Add support for 8.14.x.x firmware.
The new firmware adds support for external PHY BCM8485x; configures
fixed link speed with transceiver/cable not supporting negotiation;
supports engine swap; supports overriding PCIe preset equalization
value; checks pause too long for ports and reads die temperature
every second for shutdown threshold.
It includes change in FLR flow when there is a SW initiated FLR.
