Add rte_eth_read_clock to read the raw clock of a device.
The main use is to get the device clock conversion co-efficients to be
able to translate the raw clock of the timestamp field of the pkt mbuf
to a local synced time value.
This function was missing to allow users to convert the Rx timestamp
field to real time without the complexity of the rte_timesync* facility.
One can derivate the clock frequency by calling twice read_clock and
then keep a common time base.

in the release 18.05. It can be declared non experimental in 19.05.

If multiple ports share the same hardware device (rte_device),
they are siblings and can be found thanks to the new functions
and loop macros.
One iterator takes a port id as reference,
while the other one directly refers to the parent device.
The ownership is not checked because siblings may have
different owners.

After removing the function rte_eth_dev_attach(),
there are two replacement solutions possible:
one using probe event notification, and one using a new iterator.
So the application can get the new probed ports either asynchronously
or synchronously.
The iterator API is new in DPDK 18.11 so they got the experimental
tag by policy. It causes an issue for strict applications which do
not use experimental functions, and want to use the synchronous method.
The replacement for removed API should not be experimental.
That's why the experimental status of the ethdev iterator is removed.

The offload name functions are useful, but since they are
marked experimental they can not be used by upstream projects.
For example, VPP duplicates the same table in its code.

The hotplug attach/detach features are implemented in EAL layer.
There is a new ethdev iterator to retrieve ports from ethdev layer.
As announced earlier, the (buggy) ethdev functions are now removed.

The iterator will return the ethdev port ids matching a devargs string.
It is recommended to use the macro RTE_ETH_FOREACH_MATCHING_DEV()
for usage convenience.
The class string is prefixed with '+' in order to skip the validation
of the parameter keys. It is tolerated for the compatibility with
the old (current) syntax where all parameters (bus, class and driver)
are mixed in the same string without any delimiter.
Thanks to this compatibility prefix, the driver parameters will be
skipped during the ethdev parsing, and not considered invalid.
A macro is introduced in rte_common.h to workaround a const field.
This hack is needed to free const strings in the iterator.
It is preferred to keep the const for these fields, because it gives
a hint that they are not changed at each iteration.

After previous changes, the function rte_eth_dev_release_port()
can be used for primary or secondary process as well.
The only difference with rte_eth_dev_release_port_secondary()
is the shared lock used in rte_eth_dev_release_port().
The function rte_eth_dev_release_port_secondary() was recently
added in 18.11 cycle.

Add driver API rte_eth_release_port_secondary to support the
case when an ethdev need to be detached on a secondary process.
Local state is set to unused and shared data will not be reset
so the primary process can still use it.

DPDK rxq interrupt fds and their own other fds. So added a function
to get rxq interrupt fd based on port id and queue id.

rte_flow_copy() is bound to duplicate flow rule descriptions
(attributes, pattern and list of actions, all at once), however
applications sometimes need more flexibility, for instance the ability
to duplicate only one of the underlying objects (a single pattern item
or action) or retrieve other properties such as their names.
Instead of adding dedicated functions to handle each possible use case,
this patch introduces rte_flow_conv(), which supports any number of
object conversion operations in an extensible manner.
This patch re-implements rte_flow_copy() as a wrapper to
rte_flow_conv().

Macro moved to header to be able to convert logging usage in header.
And since it has been moved to public header changed naming and added
RTE prefix, ethdev_log -> RTE_ETHDEV_LOG
Also need to add logtype variable to map file since logging macro used
from other libraries.

The rte_tm_get_number_of_leaf_nodes() API function was added in DPDK
17.08. However, it was added to the .map file with the wrong function
name (rte_tm_get_leaf_nodes), which was subsequently removed in commit
3e8ea3d ('lib: remove unused map symbols').
Add it back under the 17.08 release with the correct function name.

A new hook function is added and called inside the PMDs at the end
of the device probing:
- in primary process, after allocating, init and config
- in secondary process, after attaching and local init
This new function is almost empty for now.
It will be used later to add some post-initialization processing.
For the PMDs calling the helpers rte_eth_dev_create() or
rte_eth_dev_pci_generic_probe(), the hook rte_eth_dev_probing_finish()
is called from here, and not in the PMD itself.
Note that the helper rte_eth_dev_create() could be used more,
especially for vdevs, avoiding some code duplication in PMDs.

Remove version tag from experimental block in linker version scripts
(.map files).
That label is not used by linker and information only. It is useful
for version blocks but not useful for experimental block but confusing.
Removing those labels.

Library folder name and output library name are same except a few flaws
including librte_ether.
This library is network device abstraction layer, the name "ethdev" fits
better than "ether", and library & header files already named as ethdev.
Also there is a rte_ether.h in the net library which can cause confusion.
