Use rte_eth_unformat_addr, so that ethdev can be built and work
without the cmdline library. The dependency on cmdline was
an arrangement of convenience anyway.

In current implementation, an action which requires parameters
must accept them enclosed in a structure.
Some actions require a single, trivial type parameter, but it still
must be enclosed in a structure.
This obligation results in multiple, action-specific structures, each
containing a single trivial type parameter.
This patch introduces a new approach, allowing an action configuration
object of any type, trivial or a structure.

If PCI Ethernet device driver removes it on close
(RTE_ETH_DEV_CLOSE_REMOVE) and later PCI device itself is unplugged,
it should not fail because of Ethernet device is already removed.

TCP flags were moved to the TCP header file from the Ethernet control
header file, and the RTE prefix was added to their names.
Missing TCP ECN flags were added.
The ALL mask did not include TCP ECN flags, so it was renamed to reflect
that it applies to N-tuple filtering only.
Updated other files affected by the renaming accordingly.

Putting a '__attribute__((deprecated))' in the middle of a function
prototype does not result in the expected result with gcc (while clang
is fine with this syntax).

Special mention for rte_mbuf_data_addr_default():
There is either a bug or a (not yet understood) issue with gcc.
gcc won't drop this inline when unused and rte_mbuf_data_addr_default()
calls rte_mbuf_buf_addr() which itself is experimental.
This results in a build warning when not accepting experimental apis
from sources just including rte_mbuf.h.
For this specific case, we hide the call to rte_mbuf_buf_addr() under
the ALLOW_EXPERIMENTAL_API flag.

We had some inconsistencies between functions prototypes and actual
definitions.
Let's avoid this by only adding the experimental tag to the prototypes.
Tests with gcc and clang show it is enough.

rte_eth_dev_info structure exposes, nb_seg_max & nb_mtu_seg_max
to provide maximum number of supported segments for a given platform.
Defining UINT16_MAX as default value of above mentioned variables to
expose support of infinite/maximum segments.
Based on above values, application can decide best size for buffers
while creating mbuf pool.

Add rte_eth_read_clock to read the raw clock of a device.
The main use is to get the device clock conversion co-efficients to be
able to translate the raw clock of the timestamp field of the pkt mbuf
to a local synced time value.
This function was missing to allow users to convert the Rx timestamp
field to real time without the complexity of the rte_timesync* facility.
One can derivate the clock frequency by calling twice read_clock and
then keep a common time base.

Some port iterations are manually checking against RTE_ETH_DEV_UNUSED
instead of using the iterators based on rte_eth_find_next().
A new macro RTE_ETH_FOREACH_VALID_DEV() is introduced, but kept private
because there should be no need of iterating over all devices in the
API. The public iterators have additional filters for ownership, parent
device or sibling ports.

As stated in the deprecation notice from December 2016,
"the legacy filter API, including rte_eth_dev_filter_supported(),
rte_eth_dev_filter_ctrl() as well as filter types MACVLAN, ETHERTYPE,
FLEXIBLE, SYN, NTUPLE, TUNNEL, FDIR, HASH and L2_TUNNEL, is superseded
by the generic flow API (rte_flow)".
After a long wait of more than two years, the legacy filter API
is marked as deprecated, while still tested with testpmd and
the tep_termination example.
The next step will be to announce a deadline for complete removal.
As preparation of the removal of rte_eth_ctrl.h,
RTE_ETH_FLOW_*, RTE_TUNNEL_TYPE_* and RTE_ETH_HASH_FUNCTION_* definitions
are moved to rte_ethdev.h and rte_flow.h.

This patch implements the changes proposed in the deprecation
note[1]. Replace multiple color definitions in various places such as
rte_meter.h, rte_tm.h and rte_mtr.h with single rte_color defined
in rte_meter.h.
This is simple search and replace exercise without any implementation
change.

If multiple ports share the same hardware device (rte_device),
they are siblings and can be found thanks to the new functions
and loop macros.
One iterator takes a port id as reference,
while the other one directly refers to the parent device.
The ownership is not checked because siblings may have
different owners.

This addresses the usability issue raised by OVS at DPDK Userspace
summit. It adds general min/max MTU into device info. For compatibility,
and to save space, it fits in a hole in existing structure.
The initial version sets max MTU to normal Ethernet, it is up to
PMD to set larger value if it supports Jumbo frames.
Also remove the deprecation notice introduced in 18.11 regarding this
change and bump ethdev ABI version.

The documentation says MAC addresses array is retained and
it is logical to assume that default MAC address is retained
as well.
Also some PMDs do not allow to change the default MAC in
running state (see RTE_ETH_DEV_NOLIVE_MAC_ADDR).

Changing MTU in running state may return -EBUSY saying that
MTU cannot be changed when the port is running. It assumes
that changes may be done in stopped and started (but some
PMDs may reject it) state and it is logical to require that
changes done in any of these states are retained.

The set_port_owner was copying a string between structures of the
same type, therefore the name could never be truncated (unless source

The Tx prepare API was introduced at a time when the experimental API
tag mechanism did not exist yet and is missing the tag.
However, this API has been there since 17.02 and did not suffer any
change since its introduction.
Let's just remove the warning from the documentation.

Added new rte_color definition in librte_meter to
consolidate color definition which is currently replicated
in various places such as rte_meter.h, rte_tm.h and rte_mtr.h
Created aliases for rte_tm_color, rte_mtr_color and rte_meter_color
to use new rte_color values.
The definitions of rte_tm_color, rte_mtr_color and rte_meter_color
will be deprecated in future.
