Once the separation between Verbs and DevX is done using function
pointers, the type field of the Rx queue object structure becomes
redundant and no more code is used.
Remove the unnecessary field from the structure.

File mlx5_vlan.c contains Netlink APIs (Linux dependent) as part of VM
workaround implementation. Move this implementation to file
linux/mlx5_vlan_os.c. To remove Netlink dependency in header files
change pointer of type 'struct mlx5_nl_vlan_vmwa_context *' to 'void *'.

When updating a queue vlan stripping offload - either the WQ is modified
in Verbs or the RQ is modified in DevX. Add a vlan stripping modify
callback to 'struct mlx5_obj_ops' and assign it with the specific Verbs
and DevX implementations: 'rxq_obj_modify_wq_vlan_strip' and
'rxq_obj_modify_rq_vlan_strip' respectively.

Several source files include Verbs header files as in (1). These source
files will not compile under non-Linux operating systems. This commit
removes this inclusion in two cases:
Case 1: There is no usage of ibv_* or mlx5dv_* symbols in the source
file so the inclusion in (1) can be safely removed.
Case 2: Verbs symbols are used. Please note the inclusion in (1) already
appears in file linux/mlx5_glue.h (which represents the interface
to the rdma-core library). Therefore, replace (1) in the source file
with (2). Under non-Linux operating systems - file mlx5_glue.h will not
include (1).

Use the MLX5_ASSERT macros instead of the standard assert clause.
Depends on the RTE_LIBRTE_MLX5_DEBUG configuration option to define it.
If RTE_LIBRTE_MLX5_DEBUG is enabled MLX5_ASSERT is equal to RTE_VERIFY
to bypass the global CONFIG_RTE_ENABLE_ASSERT option.
If RTE_LIBRTE_MLX5_DEBUG is disabled, the global CONFIG_RTE_ENABLE_ASSERT
can still make this assert active by calling RTE_VERIFY inside RTE_ASSERT.

Move Netlink mechanism and its dependencies from net/mlx5 to
common/mlx5 in order to be ready to use by other mlx5 drivers.
The dependencies are BITFIELD defines, the ppc64 compilation workaround
for bool type and the function mlx5_translate_port_name.
Update build mechanism accordingly.

As an arrangment for Netlink command moving to the common library,
reduce the net/mlx5 dependencies.
Replace ethdev class command parameters.
Improve Netlink sequence number mechanism to be controlled by the
mlx5 Netlink mechanism.
Move mlx5_nl_check_switch_info to mlx5_nl.c since it is the only one
which uses it.

The Netlink commands interfaces is included in the mlx5.h file with a
lot of other PMD interfaces.
As an arrangement to make the Netlink commands shared with different
PMDs, this patch moves the Netlink interface to a new file called
mlx5_nl.h.
Move non Netlink pure vlan commands from mlx5_nl.c to the
mlx5_vlan.c.
Rename Netlink commands and structures to use prefix mlx5_nl.

A new Mellanox vdpa PMD will be added to support vdpa operations by
Mellanox adapters.
This vdpa PMD design includes mlx5_glue and mlx5_devx operations and
large parts of them are shared with the net/mlx5 PMD.
Create a new common library in drivers/common for mlx5 PMDs.
Move mlx5_glue, mlx5_devx_cmds and their dependencies to the new mlx5
common library in drivers/common.
The files mlx5_devx_cmds.c, mlx5_devx_cmds.h, mlx5_glue.c,
mlx5_glue.h and mlx5_prm.h are moved as is from drivers/net/mlx5 to
drivers/common/mlx5.
Share the log mechanism macros.
Separate also the log mechanism to allow different log level control to
the common library.
Build files and version files are adjusted accordingly.
Include lines are adjusted accordingly.

The DevX commands interface is included in the mlx5.h file with a lot

Function mlx5_rxq_obj_new(), previously called mlx5_rxq_ibv_new(),
supports creating Rx queue objects using verbs.
This patch expands the relevant functions, to support creating
verbs or DevX Rx queue objects:
Function mlx5_rxq_obj_new() updated to create RQ object using DevX.
Function mlx5_ind_table_obj_new() updated to create RQT object using DevX.
Function mlx5_hrxq_new() updated to create TIR object using DevX.
New utility functions added to perform specific operations:
mlx5_devx_rq_new(), mlx5_devx_wq_attr_fill(),
mlx5_devx_create_rq_attr_fill().

Prepare for introducing of DevX RxQ object.
RxQ object is currently created using verbs only.
The next patches will add the option to create RxQ object using DevX.
This patch renames rxq_ibv to rxq_obj wherever relevant, and adds the
DevX items to relevant structs.

As a temporary fix, sys/types.h is included in PMD. This has been fixed in
rdma-core v17. This can be removed when all the Linux distros are shipped

This change removes the need to distinguish unlocked priv_*() functions
which are therefore renamed using a mlx5_*() prefix for consistency.
At the same time, all functions from mlx5 uses a pointer to the ETH device
instead of the one to the PMD private data.

Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.
There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.
More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

Move device configuration and features capabilities to its own structure.
This structure is filled by mlx5_pci_probe(), outside of this function
it should be treated as *read only*.
This configuration struct will be used for the Tx/Rx queue setup to
select the Tx/Rx queue parameters based on the user configuration and
device capabilities.
In addition it will be used by the burst selection function to decide
on the best pkt burst to be used.

Ethdev layer has an API to configure vlan setting on the flight, i.e.
when the port state is start.
Calling such API when the port is stopped may cause segmentation fault
as the related Verbs contexts has not been created yet.

Some devices may not support or fail setting VLAN offload
configuration based on dynamic circumstances so the
vlan_offload_set_t vector is modified to return an int so
the caller can determine success or not.
rte_eth_dev_set_vlan_offload is updated to return the
value provided by the vector when called along with restoring
the original offload configs on failure.
Existing vlan_offload_set_t vectors are modified to return
an int. Majority of cases return 0 but a few that actually
can fail now return their failure codes.
Finally, a vlan_offload_set_t vector is added to virtio
to facilitate dynamically turning VLAN strip on or off.

is added to help in issues detections when the queue is being release

This removes the dependency on specific Mellanox OFED libraries by
using the upstream rdma-core and linux upstream community code.
Both rdma-core upstream and Mellanox OFED are Linux user-space packages:
1. Rdma-core is Linux upstream user-space package.(Generic)
2. Mellanox OFED is Mellanox's Linux user-space package.(Proprietary)
The difference between the two are the APIs towards the kernel.
Support for x86-32 is removed due to issues in rdma-core library.
ICC compilation will be supported as soon as the following patch is
integrated in rdma-core:

With recent gcc versions, e.g. gcc 6.1, compilation of mlx drivers with
debug enabled produces lots of errors complaining that "pedantic" is
not a warning level that can be ignored.

The latest version of Mellanox OFED exposes hardware definitions necessary
to implement data path operation bypassing Verbs. Update the minimum
version requirement to MLNX_OFED >= 3.3 and clean up compatibility checks
for previous releases.

A hardware capability check is missing before enabling RX VLAN stripping
during queue setup.
Also, while dev_conf.rxmode.hw_vlan_strip is currently a single bit that
can be stored in priv->hw_vlan_strip directly, it should be interpreted as
a boolean value for safety.

The new Verbs RSS API is lower-level than the previous one and much more
flexible but requires RX queues to use Work Queues (WQs) internally instead
of Queue Pairs (QPs), which are grouped in an indirection table used by a
new kind of hash RX QPs.
Hash RX QPs and the indirection table together replace the parent RSS QP
while WQs are mostly similar to child QPs.
RSS hash key is not configurable yet.
Summary of changes:
- Individual DPDK RX queues do not store flow properties anymore, this info
is now part of the hash RX queues.
- All functions affecting the parent queue when RSS is enabled or the basic
queues otherwise are modified to affect hash RX queues instead.
- Hash RX queues are also used when a single DPDK RX queue is configured (no
RSS) to remove that special case.
- Hash RX queues and indirection table are created/destroyed when device
is started/stopped in addition to create/destroy flows.
- Contrary to QPs, WQs are moved to the "ready" state before posting RX
buffers, otherwise they are ignored.
- Resource domain information is added to WQs for better performance.
- CQs are not resized anymore when switching between non-SG and SG modes as
it does not work correctly with WQs. Use the largest possible size
instead, since CQ size does not have to be the same as the number of
elements in the RX queue. This also applies to the maximum number of
outstanding WRs in a WQ (max_recv_wr).
