In order to ease packaging support of changes in DPDK build system,
introduce a decimal integer to compare version numbers.
It does not show the minor numbers as it is not meaningful for packaging.
Usage for DPDK 16.04:
% make showversionum

Provides new sub-rules to install runtime and sdk separately.
The build directory must be changed from BUILD_DIR to O in install
rules to avoid a bad recursive effect (O being BUILD_DIR being O + T).

The real installation was called "binary install" and was done
after the build when DESTDIR was specified.
Remove this limitation and move the code in install rule only.

The multi-target install create some subdirectories with the target name
which is not standard for a "make install" procedure.
The uninstall procedure cannot be applied properly (without removing
all files in a directory). It would need to pre-compute paths.
As it is a packaging issue, it is removed from the build system capabilities.
The variable BUILD_DIR is also renamed to RTE_OUTPUT used in other files.

This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].

The "default" part in configuration filenames is misleading.
Rename this as "native", as this is the RTE_MACHINE that is set in these files.
This should make it clearer for people who build DPDK on a system then run it on
another one.

It is now possible to build all projects from the examples/ directory
using one command from root directory.
Some illustration of what is possible:
- build examples in the DPDK tree for one target
# install the x86_64-default-linuxapp-gcc in
# ${RTE_SDK}/x86_64-default-linuxapp-gcc directory
user@droids:~/dpdk.org$ make install T=x86_64-default-linuxapp-gcc
# build examples for this new installation in
# ${RTE_SDK}/examples directory

- build examples outside DPDK tree for several targets

Allow to list configs in config/ directory with a simple make rule.
The rule showconfigs is reused in config error.
In the same time, "echo -n" is replaced by the more portable "printf".
