cac923cfea ethdev: support runtime queue setup
It's not possible to setup a queue when the port is started
because of a check in ethdev layer. New capability flags are
added in order to relax this check for devices which support
queue setup in runtime. The functions rte_eth_[rx|tx]_queue_setup
will raise an error only if the port is started and runtime setup
of queue is not supported.

651982e5ef doc: move fast mbuf free feature in net guide
The feature was added at the end of the table.
And the description was between the anchor _nic_features_timesync
and its title.
It is moved near related features with a new anchor.

It is also renamed from "mbuf fast free" to "fast mbuf free".

d6f90afd30 ethdev: add mbuf fast free Tx offload
PMDs which expose this offload cap supports optimization for fast release
of mbufs following successful Tx.
Such optimization requires that per queue, all mbufs come from the same
mempool and has refcnt = 1.

7146aa19ac ethdev: introduce lock-free Tx queue capability
Introducing the DEV_TX_OFFLOAD_MT_LOCKFREE TX capability flag.
if a PMD advertises DEV_TX_OFFLOAD_MT_LOCKFREE capable, multiple threads
can invoke rte_eth_tx_burst() concurrently on the same tx queue without
SW lock. This PMD feature will be useful in the following use cases and
found in the OCTEON family of NPUs.

1) Remove explicit spinlock in some applications where lcores
to TX queues are not mapped 1:1.
example: OVS has such instance

See the the usage of tx_lock spinlock.

2) In the eventdev use case, avoid dedicating a separate TX core for

b5ece77212 ethdev: introduce device removal event
This new API allows reacting to a device removal.
A device removal is the sudden disappearance of a device from its
bus.

PMDs implementing support for this notification guarantee that the removal
of the underlying device does not incur a risk to the application.

In particular, Rx/Tx bursts and all other functions can still be called
(albeit likely returning errors) without triggering a crash, irrespective
of an application handling this event.

b1b700ce7d ethdev: add descriptor status API
Introduce a new API to get the status of a descriptor.

For Rx, it is almost similar to rx_descriptor_done API, except it
differentiates "used" descriptors (which are hold by the driver and not
returned to the hardware).

For Tx, it is a new API.

The descriptor_done() API, and probably the rx_queue_count() API could
be replaced by this new API as soon as it is implemented on all PMDs.

31123211bd remove unmaintained TILE-Gx architecture
The TILE-Gx architecture and its driver mpipe are not maintained.
The code is removed to avoid confusion.

A last update has been done in 17.05 before removal.
It can be built with the updated toolchain:

b35d309710 net/ixgbe: add MACsec offload
MACsec (or LinkSec, 802.1AE) is a MAC level encryption/authentication
scheme defined in IEEE 802.1AE that uses symmetric cryptography.
This commit adds the MACsec offload support for ixgbe.

9db3f52126 doc: generate NIC overview table from ini files
Convert the NIC feature table in the overview doc into a set of ini
files and add functions into the Sphinx conf.py file to auto-generate
them back into an RST table.

The reason for doing this is to make it easier for PMD maintainers to
update the feature matrix that makes up the table and to avoid
frequent and hard to resolve conflicts in doc/guides/nics/overview.rst.

A NIC/PMD feature matrix is now an ini file like the following:

    $ head doc/guides/nics/nic_features/i40e.ini
    ;
    ; Features of the i40e network driver.
    ;
    [Features]
    Link status          = Y
    Link status event    = Y
    Rx interrupt         = Y
    Queue start/stop     = Y
    ...

The output RST table matches the existing table with the column
headers sorted.
