72206323a5 version: 22.11-rc0
Start a new release cycle with empty release notes.

The ABI version becomes 23.0.
The map files are updated to the new ABI major number (23).
The ABI exceptions are dropped and CI ABI checks are disabled because
compatibility is not preserved.
Special handling of removed drivers is also dropped in check-abi.sh and
a note has been added in libabigail.abignore as a reminder.

758d92795b cmdline: add function to verify valid commands
The cmdline library cmdline_parse() function parses a command and
executes the action automatically too. The cmdline_valid_buffer function
also uses this function to validate commands, meaning that there is no
function to validate a command as ok without executing it.

To fix this omission, we extract the body of cmdline_parse into a new
static inline function with an extra parameter to indicate whether the
action should be performed or not. Then we create two wrappers around
that - a replacement for the existing cmdline_parse function where the
extra parameter is "true" to execute the command, and a new function
"cmdline_parse_check" which passes the parameter as "false" to perform
cmdline validation only.

6ad06203a5 cmdline: free on exit
Malloc cl in the cmdline_stdin_new function, so release in the
cmdline_stdin_exit function is logical, so that cl will not be
released alone.

f8f8dc2890 cmdline: make struct rdline opaque
Hide struct rdline definition and some RDLINE_* constants in order
to be able to change internal buffer sizes transparently to the user.
Add new functions:

* rdline_new(): allocate and initialize struct rdline.
This function replaces rdline_init() and takes an extra parameter:
opaque user data for the callbacks.
* rdline_free(): deallocate struct rdline.
* rdline_get_history_buffer_size(): for use in tests.
* rdline_get_opaque(): to obtain user data in callback functions.

Remove rdline_init() function from library headers and export list,
because using it requires the knowledge of sizeof(struct rdline).

99a2dd955f lib: remove librte_ prefix from directory names
There is no reason for the DPDK libraries to all have 'librte_' prefix on
the directory names. This prefix makes the directory names longer and also
makes it awkward to add features referring to individual libraries in the
build - should the lib names be specified with or without the prefix.
Therefore, we can just remove the library prefix and use the library's
unique name as the directory name, i.e. 'eal' rather than 'librte_eal'
