f2fc83b40f replace unused attributes 
There is a common macro __rte_unused, avoiding warnings,
which is now used where appropriate for consistency.

0c36081db2 app/cmdline: move from test directory 
Move app to "app" directory and enable with meson build. For consistency of
naming, the subdirectory is also renamed from cmdline_test to test-cmdline.
