Having a special versioning for experimental/internal libraries put a
additional maintenance cost while this status is already announced in
MAINTAINERS and the library headers/documentation.
Following discussions and vote at 05/20 TB meeting [1], use a single
versioning for all libraries in DPDK.
Note: for the ABI check, an exception [2] had been added when tweaking
this special versioning [3].
Prefer explicit libabigail rules (which will be dropped in 20.11).

To ensure all constructors are included in static build, we need to pass
the --whole-archive flag when linking, which is used with the
"link_whole" meson option. Since we use link_whole for all libs, we no
longer need to track the lib as part of the static dependency, just the
path to the headers for compiling.
After this patch is applied, all DPDK .a files are inside
--whole-archive/--no-whole-archive flags, but external dependencies and
shared libs being linked against remain outside.

The MinGW build for Windows has special cases where exported
function contain additional prefix:
__emutls_v.per_lcore__*
To avoid adding those prefixed functions to the version.map file
the map_to_def.py script was modified to create a map file for MinGW
with the needed changed.
The file name was changed to map_to_win.py and lib/meson.build map output
was unified with drivers/meson.build output

Even when a PMD was disabled with meson's disable_drivers option
its config file was still being parsed. Some of the PMD configs
attempt to find a library they depend on and parse its header files
with certain assumptions. If the library is found, but it's simply
too old to contain the necessary header files, the meson build
fails and it can only be fixed by either updating that library, or
expanding the meson script for the faulty PMD.
While the latter should be still done for the sake of DPDK quality,
an intermediate solution would be to skip building the faulty PMD
- there's a chance we don't need it. That's what this patch allows.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Rather than having to explicitly list each and every driver to disable in a
build, we can use a small python script and the python glob library to
expand out the wildcards. This means that we can configure meson using e.g.
meson -Ddisable_drivers=crypto/*,event/* build
to do a build omitting all the crypto and event drivers. Explicitly
specified drivers e.g. net/i40e, work as before, and can be mixed with
wildcarded drivers as required.

Add a new driver to support vDPA operations by Mellanox devices.
The first Mellanox devices which support vDPA operations are
ConnectX-6 Dx and Bluefield1 HCA for their PF ports and VF ports.
This driver is depending on rdma-core like the mlx5 PMD, also it is
going to use mlx5 DevX to create HW objects directly by the FW.
Hence, the common/mlx5 library is linked to the mlx5_vdpa driver.
This driver will not be compiled by default due to the above
dependencies.
Register a new log type for this driver.

The ipn3ke driver and the ifpga driver had circular dependencies on each
other, meaning that neither could be built with meson. Fix this by:
* setting the build order of net and raw to match that in makefiles
* removing the dependency from the net driver on the rawdev one
* fixing the dependency names in the rawdev driver meson.build file

The vDPA (vhost data path acceleration) drivers provide support for
the vDPA operations introduced by the rte_vhost library.
Any driver which provides the vDPA operations should be moved\added to
the vdpa class under drivers/vdpa/.
Create the general files for vDPA class in drivers and in documentation.

The soname for each stable ABI version should be just the ABI version major
number without the minor number. Unfortunately both major and minor were
used causing version 20.1 to be incompatible with 20.0.
This patch fixes the issue by switching from 2-part to 3-part ABI version
numbers so that we can keep 20.0 as soname and using the final digits to
identify the 20.x releases which are ABI compatible. This requires changes
to both make and meson builds to handle the three-digit version and shrink
it to 2-digit for soname.
The final fix needed in this patch is to adjust the library version number
for the ethtool example library, which needs to be upped to 2-digits, as
external libraries using the DPDK build system also use the logic in this
file.

As per new ABI policy [1], all of the libraries are now versioned using
one global ABI version. Stable libraries use the MAJOR.MINOR ABI
version for their shared objects, while experimental libraries
use the 0.MAJORMINOR convention for their versioning.
Experimental library versioning is managed globally. Changes in this
patch implement the necessary steps to enable that.
The CONFIG_RTE_MAJOR_ABI option was introduced to permit multiple
DPDK versions installed side by side. The problem is now addressed
through the new ABI policy, and thus can be removed.
[David] For external libraries relying on Makefile, LIBABIVER is
preserved to avoid using DPDK global ABI version.

In PAC N3000 card, this is a BMC chip which using MAX10 FPGA
to manage the board configuration, like sensors, flash controller,
QSFP, powers. And this is a SPI bus connected between A10 FPGA and
MAX10, we can access the MAX10 registers over this SPI bus.
In BMC, there are about 19 sensors in MAX10 chip, including the FPGA
core temperature, Board temperature, board current, voltage and so on.
We use DTB (Device tree table) to describe it. This DTB file is store
in nor flash partition, which will flashed in Factory when the boards
delivery to customers. And the same time, the customers can easy to
customize the BMC configuration like change the sensors.
Add device tree support by using libfdt library in Linux distribution.
The end-user should pre-install the libfdt and libfdt-devel package
before use DPDK on PAC N3000 Card.
For Centos 7.x: sudo yum install libfdt libfdt-devel
For Ubuntu 18.04: sudo apt install libfdt-dev libfdt1
To eliminate build error, we currently do not compile raw/ifpga
and net/ipn3ke. User should install libfdt and libfdt-devel first,
modify config/common_linux, CONFIG_RTE_LIBRTE_PMD_IFPGA_RAWDEV=n
to CONFIG_RTE_LIBRTE_PMD_IFPGA_RAWDEV=y, modify config/common_base,
CONFIG_RTE_LIBRTE_IPN3KE_PMD=n to CONFIG_RTE_LIBRTE_IPN3KE_PMD=y.

For the public APIs of DPDK libraries we run checks for correct use of
experimental tags, and also do dynamic generation of the version file to
its window's equivalent. Although must drivers don't export APIs, some do,
so these checks are relevant and should be copied from lib/meson.build to
drivers/meson.build.

When a component uses either XOPEN_SOURCE or POSIX_C_SOURCE macro
explicitly in its build recipe, it restricts visibility of a non POSIX
features subset, such as IANA protocol numbers (IPPROTO_* macros).
Non standard features are enabled by default for DPDK both for Linux
thanks to _GNU_SOURCE and for FreeBSD thanks to __BSD_VISIBLE. However
using XOPEN_SOURCE or POSIX_(C_)SOURCE in a component causes
__BSD_VISIBLE to be defined to 0 for FreeBSD, causing different feature
sets visibility for Linux and FreeBSD. It restricts from using IPPROTO
macros in public headers, such as rte_ip.h, despite the fact they are
already widely used in sources.
Add __BSD_VISIBLE macro specified unconditionally for FreeBSD targets
which enforces feature sets visibility unification between Linux and
FreeBSD.
Add single -D_GNU_SOURCE to config/meson.build as a project argument
instead of adding separate directive for each project subtree.
This patch solves the problem of build breaks for [1] on FreeBSD [2]
following the discussion [3].

If for debugging we disable the driver directory in the meson.build file,
we get an error because the variable "driver_classes" does not exist.
This is because driver_classes is only defined in the
drivers/meson.build file. Defining driver_classes in dpdk/meson.build file
will make it easier for compiling separate directories.
In the process, we rename driver_classes to dpdk_driver_classes for
consistency with the other variables.

Whenever possible (if the library ships a pkg-config file) use meson's
dependency() function to look for it, as it will automatically add it
to the Requires.private list if needed, to allow for static builds to
succeed for reverse dependencies of DPDK. Otherwise the recursive
dependencies are not parsed, and users doing static builds have to
resolve them manually by themselves.
When using this API avoid additional checks that are superfluous and
take extra time, and avoid adding the linker flag manually which causes
it to be duplicated.

Meson 0.47.1 fixed a bug that is difficult to work around, which causes
the linker flag of dependencies to be repeated dozens of times, which
causes issues especially when using the built-in dependency() API.
Bump the minimum version and remove obsolete version checks.

As part of the effort of consolidating the DPDK installation bits and
pieces across distros, set the default directory of lib/ where PMDs get
installed to dpdk/pmds-XX.YY. It's necessary to have a versioned
subdirectory as multiple ABI revisions might be installed at the same
time, so having a fixed name will cause trouble with the autoload
feature.
Small refactor with parsing and saving the major version to a variable,
since it's now used in 3 different places.

We use _GNU_SOURCE all over the place, but often times we miss
defining it, resulting in broken builds on musl. Rather than
fixing every library's and driver's and application's makefile,
fix it by simply defining _GNU_SOURCE by default for all
builds.
Remove all usages of _GNU_SOURCE in source files and makefiles,
and also fixup a couple of instances of using __USE_GNU instead
of _GNU_SOURCE.

Versions of meson prior to 0.47 flattened the parameters to the
"set_variable" function, which meant that the function could not take
array variables as a parameter. Therefore, we need to disable driver
tracking for those older versions, in order to maintain compatibility
with the minimum supported 0.41 version, and also v0.45 shipped in
Ubuntu 18.04 release.

When building a driver or library and a required internal dependency
is missing, the error message printed was:
Tried to get unknown variable "shared_rte_<libname>".
However, a better way to handle this is to catch the missing variable
earlier and convert it into a proper message, informing the user
that the required dependency is missing, and most importantly, what
library or driver wanted that dependency.

The following error hits if host cc compiler is clang(default one in most
linux distributions) and the cross compiler is gcc.
The root cause is: the hybride compilers add the warning options to the
meson project as project arguments, which apply for both host compiling and
cross compiling. But some options such as '-Wno-format-truncation' are not
supported nor recognized by clang, so they have to be removed from the
project arguments for the host compiler to run smoothily and added back as
cflags for the cross compiler to compile for cross source files.
The fix is remove unrecognized warning options from the meson project
arguments shared by gcc and clang, as add them specifically for gcc or
clang as cflags.

Since meson 0.44, changing any file inside a PMD directory (quite
correctly) triggers a full re-run of meson on build, rather than an
incremental build as with earlier versions. This rerun is needed because
we use "grep" in meson to search for files on which to run pmdinfogen, and
changing any of those files means that grep and, therefore meson, needs to
be rerun. [Previous versions of meson did not track this dependency on the
grep command, and so did incremental builds only.]
If, however, we take advantage of pmdinfogen's ability to use stdin and
stdout instead of files, we can instead use a shell script to process an
entire static archive and generate a single .c file from it. This
eliminates the need for grep, and means that changes to a PMD file only
need an incremental build - a significant time saving.

Any flags added to the project args are automatically added to all builds,
both native and cross-compiled. This is not what we want for the -march
flag as a valid -march for the cross-compile is not valid for pmdinfogen
which is a native-build tool.
Instead we store the march flag as a variable, and add it to the default
cflags for all libs, drivers, examples, etc. This will allow pmdinfogen to
compile successfully in a cross-compilation environment.

This patch changes the build process to group all .o files for a driver or
library into a static archive first, and then link the .o files together
into a shared library. This eliminates the need for separate static or
shared object builds when packaging, for instance.
The "default_library" configuration option now only affects the apps and
examples, which are either linked against the static or shared library
versions depending on the value of the option.
