3cc6ecfdfe build: remove makefiles
A decision was made [1] to no longer support Make in DPDK, this patch
removes all Makefiles that do not make use of pkg-config, along with
the mk directory previously used by make.

4f86c0ba19 version: 20.11-rc0
Start a new release cycle with empty release notes.

The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

The rawdev info struct has a socket_id field which was not filled in.

We can also omit the checks for the parameter struct being null, since
that is previously checked in the function.

201a68c678 rawdev: allow getting info for unknown device
To call the rte_rawdev_info_get() function, the user currently has to know
the underlying type of the device in order to pass an appropriate structure
or buffer as the dev_private pointer in the info structure. By allowing a
NULL value for this field, we can skip getting the device-specific info and
just return the generic info - including the device name and driver, which
can be used to determine the device type - to the user.

This ensures that basic info can be get for all rawdevs, without knowing
the type, and even if the info driver API call has not been implemented for
the device.

9c99878aa1 log: introduce logtype register macro

eeb486f3ba eal: add telemetry as dependency
This patch moves telemetry further down the build, and adds it as a
dependency for EAL. Telemetry V2 is now configured to build by default,
and the legacy support is built when the telemetry config flag is set.

Telemetry now has EAL flags, shown below:
"--telemetry" = Enables telemetry (this is default if no flags given)
"--no-telemetry" = Disables telemetry

When telemetry is enabled, it will attempt to open the new socket
version, and also the legacy support socket (this will depend on Jansson
external dependency and telemetry config flag, as before).

b1ad0e1245 rawdev: add telemetry callbacks
The rawdev library now registers commands with telemetry, and
implements the corresponding callback functions. These allow a list of
rawdev devices and xstats for a rawdev port to be queried.

An example usage, with ioat rawdev driver instances, is shown below:

fbaf943887 build: remove individual library versions
Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

The replacement in Makefiles was done using the following regex:

	^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?

(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

The replacement for meson files was done using the following regex:

	^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?

(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

a951e147ea rawdev: allow devices to skip extra memory allocation
Some device drivers want to allocate their own private memory, and should
be allowed to do so. Therefore skip memory allocation and associated error
checks if zero-length private memory is requested.

While adjusting the code for new indent level, fix incorrect error
message.

863fd2930b rawdev: pass the device id as parameter to selftest
When running self-tests, the driver needs to know the device on which to
run the tests, so we need to take the device ID as parameter. Only the
skeleton driver is providing this selftest capability right now, so we can
easily update it for this change.

6723c0fc72 replace snprintf with strlcpy
Do a global replace of snprintf(..."%s",...) with strlcpy, adding in the
rte_string_fns.h header if needed.  The function changes in this patch were
auto-generated via command:

  spatch --sp-file devtools/cocci/strlcpy.cocci --dir . --in-place

and then the files edited using awk to add in the missing header:

  gawk -i inplace '/include <rte_/ && ! seen { \
  	print "#include <rte_string_fns.h>"; seen=1} {print}'

e728f9d92c rawdev: fix missing queue count API

eaf12cccca rawdev: add buffer stream IO
Introduce handlers for raw buffer enqueue and dequeue. A raw buffer
is essentially a void object which is transparently passed via the
library onto the driver.

Using a context field as argument, any arbitrary meta information
can be passed by application to the driver/implementation. This can
be any data on which driver needs to define the operation semantics.
For example, passing along a queue identifier can suggest the driver
the queue context to perform I/O on.

c88b3f2558 rawdev: introduce raw device library
Each device in DPDK has a type associated with it - ethernet, crypto,
event etc. This patch introduces 'rawdevice' which is a generic
type of device, not currently handled out-of-the-box by DPDK.

A device which can be scanned on an installed bus (pci, fslmc, ...)
or instantiated through devargs, can be interfaced using
standardized APIs just like other standardized devices.

This library introduces an API set which can be plugged on the
northbound side to the application layer, and on the southbound side
to the driver layer.

The APIs of rawdev library exposes some generic operations which can
enable configuration and I/O with the raw devices. Using opaque
data (pointer) as API arguments, library allows a high flexibility
for application and driver implementation.

This patch introduces basic device operations like start, stop, reset,
queue and info support.
Subsequent patches would introduce other operations like buffer
enqueue/dequeue and firmware support.
