Translate the attribute of sample action that include sample ratio and sub actions list. PMD will check the destination action number in current flow, if found multiple destination actions, then create the new destination array rdma action that group actions for each destination. Currently only support port or queue for destination action, and only encap action can be attached into one port destination.
