Pablo de Lara 017d680a91 app/testpmd: limit number of forwarding cores

Number of forwarding cores must be equal or less than
number of forwarding streams, otherwise two cores
would try to use a same queue on a port, which is not allowed.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
