Kirill Rybalchenko 03f42d8aa9 app/testpmd: fix build with i40e disabled

Precompiler instructions #ifdef RTE_LIBRTE_I40E_PMD ... #endif
were not placed correctly, which caused number of
compilation errors if I40E PMD is disabled.

Fixes: 5a4806d304e0 ("app/testpmd: support updating pctype mapping")

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
