Hemant Agrawal 051ae3af3e bus/dpaa: add accessor for netcfg

This patch changes the export of fman port config
as function call instead of direct variable access.
This is in control path, so it will not impact perf.

DPDK is a set of libraries and drivers for fast packet processing.
