Olivier Matz fbfd99551c mbuf: add raw allocation function ...

Many drivers provide their own implementation of rte_mbuf_raw_alloc(),
duplicating the code. Introduce a new public function in rte_mbuf to
allocate a raw mbuf (uninitialized).
