Min Hu (Connor) 0cc5126ccf app/procinfo: dump RSS RETA ...

This patch add support for RSS reta dump.

The command is like:
dpdk-proc-info -a xxxx:xx:xx.x --file-prefix=xxx -- --show-rss-reta
