Jeff Guo 0d0f478d04 eal/linux: add uevent parse and process
In order to handle the uevent which has been detected from the kernel
side, add uevent parse and process function to translate the uevent into
device event, which user has subscribed to monitor.

DPDK is a set of libraries and drivers for fast packet processing.
