Rasesh Mody 10409fabfc net/qede/base: fix API return types

- Turn ecore_ptt_get_hw_addr() into static
- Convert ecore_dcbx_get_operational_params() to void since we don't
  care about the return value

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
