Jerin Jacob bbbb929da5 event/skeleton: add skeleton eventdev driver
The skeleton driver facilitates, bootstrapping the new
eventdev driver and creates a platform to verify
the northbound eventdev common code.

The driver supports both VDEV and PCI based eventdev
devices.
