Cristian Dumitrescu 10f32b0f4e ethdev: add operation to get MTR ops

Following similar approach as rte_flow and rte_tm for modularity reasons,
the ops for the new rte_mtr API are retrieved through a new eth_dev_ops
function.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
