Xiao Wang 193ed38a3d net/ixgbe/base: add VF promiscuous mode constants 
Add new definitions to support VF unicast promiscuous mode which
will be implemented in a later patch.

Besides, rename definitions of subdevice IDs on SFP LOM to make it
easier to distinguish.
