Pablo de Lara 19ed332630 doc: add ZUC shared library limitation

ZUC PMD cannot be built as a shared library, due to
the fact that some assembly code in the underlying libsso
library is not relocatable.
This will be fixed in the future, but for the moment,
it is added as a limitationof the PMD.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
