Nipun Gupta 1def64c2d7 net/dpaa2: add dpdmux initialization and configuration

This patch introduces an rte pmd API to configure dpdmux from
the application.
dpdmux can work in association with dpni as an additional
distribution capability on the NIC.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
