Lijun Ou 1f089a3a80 net/hns3: use C11 atomics builtins for resetting

Use C11 atomic builtins with explicit ordering instead of
rte_atomic ops with the resetting member of hns3_reset_data
structure.

DPDK is a set of libraries and drivers for fast packet processing.
