Allain Legacy 295abce2d2 net/avp: add packet transmit functions

Adds support for packet transmit functions so that an application can send
packets to the host application via an AVP device queue.  Both the simple
and scattered functions are supported.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
