Yahui Cao 2adc30cf2a net/ice: support flow director counter

This patch add FDIR statistical counter support
and it includes RTE_FLOW count actions support
and query support.

RTE_FLOW count actions support id and shared.
RTE_FLOW query record packet hits by default.

DPDK is a set of libraries and drivers for fast packet processing.
