Sachin Saxena 2b5fa25708 mempool/dpaa2: map external memory with VFIO 
This patch help in adding a routine to help memory map
the user provided memory via VFIO.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
