Viacheslav Ovsiienko 2befc67ff6 app/testpmd: add extended Rx queue setup

If Rx queue is configured with split feature the extended
setup with specified segment sizes and pool will be performed.

DPDK is a set of libraries and drivers for fast packet processing.
