Gaetan Rivet 3054036f05 eal: fix possible crash in hotplug 
If devargs is NULL, building the full_dev_name will segfault
when using strlen on it.

Coverity issue: 158630

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
