Fix memory leaks reported by coverity scan in
cnxk_tim_parse_clk_list()  and cnxk_tim_parse_ring_ctl_list()
functions on not freeing strduped memory.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

and drivers. The kernel components are GPL-2.0 licensed.
