Bruce Richardson 3a207c8ff4 eal/bsd: fix missing interrupt stub functions 
A number of interrupt functions only existed on Linux. Adding in stubs
for these functions corrects this omission, and allows the map files for
both Linux and FreeBSD to be identical.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
