Ting Xu 3a6bfc37ea net/ice: support QoS config VF bandwidth in DCF ... This patch supports the ETS-based QoS configuration. It enables the DCF to configure bandwidth limits for each VF VSI of different TCs. A hierarchy scheduler tree is built with port, TC and VSI nodes.
