Rahul Lakkireddy 3abe171957 net/cxgbe: fix Rx channel map and queue type

Set the Rx channel map and ingress queue type properly to allow firmware
to manage the internal mapping correctly.

DPDK is a set of libraries and drivers for fast packet processing.
