Nélio Laranjeiro 3f5ac8f292 net/mlx5: remove Rx scatter support 
This is done in preparation of bypassing Verbs entirely for the data path
as a performance improvement. RX scatter cannot be maintained during the
transition and will be reimplemented later.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
