Leyi Rong 421d265c2a net/ice/base: protect list add with lock 
Function ice_add_rule_internal needs to call ice_create_pkt_fwd_rule
with lock held because it uses the LIST_ADD to modify the filter
rule list. It needs to be protected when modified.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
and drivers. The kernel components are GPL-2.0 licensed.
