Karl Bonde Torp 4bab7ea60c build: fix build on FreeBSD with Meson 0.61.1

When building with Meson 0.61.1 on FreeBSD some archives become
corrupted. This can be avoided by using 'llvm-ar' instead of 'ar'.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
