Reshma Pattan 525335f4ce ethdev: protect Rx/Tx callback change with locks

Added spinlocks around add/remove logic of Rx and Tx callbacks
to avoid corruption of callback lists in multithreaded context.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
