net/ice/base: support not locking sideband queue
For certain PTP clock adjustments, there is a use case for locking the sideband queue at a higher level and performing an atomic series of operations while the sideband queue is locked. To accommodate this use case, split ice_sw_send_cmd() into a version that takes the lock and a version that does not.
