net/enic: add PCI id for new virtual function
Probe for the PCI ID of a new mode of VF which will be added to VIC adapter firmware. When fully implemented, the new mode will operate independent of the Cisco Virtual Machine Fabric Extender (VM-FEX) and will not need to be provisioned through libvirt.
