Suanming Mou 6f26e604a9 net/mlx5: support IPv4/IPv6 DSCP rewrite action
This commit add the IPv4/IPv6 DSCP rewrite actions to the PMD code.

Supported actions:
RTE_FLOW_ACTION_TYPE_SET_IPV4_DSCP
RTE_FLOW_ACTION_TYPE_SET_IPV6_DSCP
