Kevin Traynor 63a9293fd1 doc: update pyelftools install method

python-pyelftools is not packaged for RHEL/CentOS with
the exception of RHEL7 EPEL.

Add command to install it with pip.

DPDK is a set of libraries and drivers for fast packet processing.
