Andrew Rybchenko 667c74defa ethdev: remove deprecated link speed and duplex defines

Remove deprecated ``ETH_LINK_SPEED_``, ``ETH_SPEED_NUM_`` and
``ETH_LINK_`` defines. Use corresponding defines with ``RTE_`` prefix
instead.
