Shahaf Shuler 6833f919f5 examples/packet_ordering: convert to new ethdev offloads API
Ethdev offloads API has changed since:

commit ce17eddefc ("ethdev: introduce Rx queue offloads API")
commit cba7f53b71 ("ethdev: introduce Tx queue offloads API")
